keyboard shortcut for moving items up/down in a bulleted list

Description
At the moment it's awkward to move an item up or down in a bulleted list. I have to
- select the whole item by triple-clicking
- press Ctrl+X to cut
- press Delete twice to finish deleting the line
- move the cursor to the end of the line before where I want to paste the item
- press Enter to create a new item
- press Ctrl+V to paste
(And if I want to place the item at the beginning of the list, I have to use a menu command instead of step 5; see bug 702018.)
Instead, it would be nice if I could simply press Alt+<up arrow>
or Alt+<down arrow>
to move an item up or down, just like moving lines up or down in gedit.
