WIP: Fullcolor status icons for Weather

FIXME: needs meson build hookup.

• fullcolor scalables based on app icon guidelines, will need the icon-dropshadow class added wherever presented
• colored symbols are 32x32 and are not going through the symbolic machinery. They are meant to be installed as 32x32 fullcolors. Wherever presented, they will benefit from having the lowres-icon class added for shadow treatment.
• fullcolor assets are to be removed from adwaita-icon-theme
