Clarify intent of F10 keyboard shortcut

Super+F10 Open the application menu on the top bar.
Shift+F10 or Menu Pop up the context menu for the current selection, as if you had right-clicked.
Ctrl+F10 In the file manager, pop up the context menu for the current folder, as if you had right-clicked on the background and not on any item.

Actual behavior
In some apps, F10 opens the primary menu. In other apps, F10 only selects the primary menu. In other apps, F10 selects the first item in the headerbar which might not even be a menu. In other apps, F10 doesn't do anything.
gedit 3.30 is an example app where F10 actually opens the primary menu.
Suggest behavior change
I propose that F10 always open the primary menu, given its prominence in GNOME 3.32 design.

Related issue
We may need another shortcut to focus but not open the first item in the headerbar. This problem can be seen in gedit where it is clumsy to navigate the headerbar. (You can do it with Ctrl+O then Esc then arrow keys like normal.)
I am asking Design to work on this issue. And this seemed a reasonable enough place to file an issue with details.
