gnome tweaks startup application for terminals with --geometry misplace title bar
here are two startup desktop files for gnome-tweaks which start a terminal on the upper left hand corner of the screen. I am not sure which one is in use but it doesn't make any difference. There are various commands (Exec= commented out) for starting different terminals. All of them have the same problem. There is also a similar .desktop for a terminal in the middle of the screen (see screenshot).
garberw@electron$ cat org.gnome.Terminal.garberw.left.desktop

If you look at the screenshots, the title bar does not extend the full size of the terminal window. It is missing the scrollbar and an equal width on the left.
After the desktop starts, if you maximize then minimize the left and middle terminal windows, the titlebars are correct.
