gnome-tweaks crashes when started without gnome-shell
According to README it should work with limited functionality and indeed it worked in the past - at least in Fedora 28 (gnome-tweaks-3.28.1):
$ gnome-tweaks

WARNING : Shell not running
NoneType: None
WARNING : Error detecting shell
