Reduce Windows Size and add a dependency

Merged Zachary requested to merge (removed):main into main

This commit reduced the size of the Windows install to 70 MB (from over 100 previously) thus reducing it to the bare minimum and I fixed the Windows build by adding a dependency (libwebp).
