page: set encoding before 'Save As'

The 'Save As' dialog has a Character Encoding option but changing it wouldn't change the encoding of the saved file. E.g. saving a blank file with Character Encoding changed to 'Western (ISO-8859-1)' would still produce a UTF-8 file.

Fixes #669 (closed).
