Wrapping of long commands broken after scaling window with top running

Description
If the window is scaled with an application which covers the whole terminal running (top, for instance), line wrapping of subsequent commands in the command history is broken, resulting in very strange, unusable behavior. Even when the resized window would be large enough to fit the entire command in a single line, only the tail end of the command shows up, and as you scroll back-and-forth between long and short commands in the history, the cursor moves up the window. It is very strange and difficult to explain, so I took a screencast of the problem.
Steps to reproduce: Open gnome-terminal Run top Resize window Stop top with CTRL+C Scroll up the command history using the up arrow until a long command appears
