window size is wrong, scroll bar has the wrong buffer height

Description
Please describe the problem: When I open up a new terminal, most of the time the scrollbar suggests there is something to scroll to before there has even been a window full of output.
I think this is symptomatic of some problems it has determining the full height and placing the cursor.
Only seems to happen if I pass --geometry or --maximize, not if I just run it without arguments, which produces a 80x25 window.
Steps to reproduce:
- gnome-terminal --maximize
Actual results: Scroll bar is about half blue, half white, and I can scroll down into nothingness.
Expected results: Scroll bar is completely blue until there has been more than a screenful of output and the window has started scrolling.
Does this happen every time? Only most of the time.
