--working-directory behavior has changed

Description
Please describe the problem: I had a launcher that had:
gnome-terminal --working-directory=%f
So, if I never dragged something there, gnome-terminal would be launched with '--working-directory='.
On prior releases, that started gnome-terminal in $HOME or $(pwd).
Now, gnome-terminal errors with:
"There was an error creating the child process for this terminal"
Steps to reproduce:
- gnome-terminal --working-directory=
- Profit!
Actual results: Error message, terminal does not start.
Expected results: Terminal starts.
Does this happen every time? yes.
Other information: gnome-terminal-2.17.90-1.fc7
