configure kills CPPFLAGS set on configure command line

Description
Please describe the problem: If I put CPPFLAGS=something on my configure command line, it gets lost. The culprint is the following in configure.in:
CPPFLAGS="$TERM_CFLAGS $CFLAGS"
It should either have CFLAGS on the left or $CPPFLAGS inside on the right. Related to bug 313927 I think.
