Title set with --title doesn't show when dynamic titles are turned off

Description
Maybe this is a bug or maybe the title set with --title is considered dynamic. In any case, I'd consider it more useful if it was heeded even when dynamically set titles are turned off:
I use specially set titles together with my window manager to make terminal windows appear in specific places in specific workspaces. The titles are set with the --title argument in scripts.
I disable the dynamically set titles feature since I don't want the titles to change if I happen to log in to an account where there's bash stuff that changes the title through escape sequences (pretty common in many distros).
Btw, titles set through the "Terminal/Set Title..." menu action don't show either when dynamic titles are turned off. I think those should also not be considered dynamic.
Clumsy workaround: Create a profile for each possible title and choose it with the --window-with-profile argument.
