Update meson required libadwaita version

ToMe25 requested to merge ToMe25/gnome-system-monitor:libadwaita_required_version into master

Currently attempting to build the System Monitor with an outdated version of libadwaita doesn't fail in the meson setup call, but then fails with hard-to-read errors when actually trying to compile it.

This MR fixes that.
