Add libhandy1 to build instruction dependency installation commands

Add libhandy1-devel as a build dependency on fedora, as I can't seem to build the system monitor without it. Add libhandy-1-dev as a build dependency on debian based systems, tho this is not yet available everywhere. For example ubuntu doesn't have libhandy-1-dev yet, but it still seems fair to add it since its something thats required for the build.
