Regarding Adobe Encore DVD and FAB Subtitler...

This is a very smart notation, because it looks like the time. People can easily see how much time has passed. (Format {nnnnn} is not friendly to humans, it's hard to guess that {12345} is approximately 8 minutes). Do not change the fact that accurate decoding of writing time-code, requires knowledge of FPS (frames per second) both in time and frame mode! Time in seconds = ((hh*60)+mm)60+ss + (ff / FPS) Frame No = (((hh60+mm)60+ss) FPS + ff
Another smart feature of this notation is that without knowing the exact value of the FPS, we can assume a probable value such as 25, and the time error will not accumulate in successive frames. Of course, calculating the number of frames with bad FPS, the error will accumulate.
... what do you mean with "Warning of necessary input the proper settings for FPS." ?
Currently, these formats are in the "Time-based". The user not expect in this group having to enter FPS. Not entering the proper FPS receives only approximate results. I think it's a mistake. If these formats will be moved to the "Frame-based", this warning will not be necessary. (Maybe just a description in the manual. Most people, however, treats the last part :FF as a centiseconds.)
