gs-app-translation-dialog: Add a new dialog to highlight app translation

This new dialogue is shown if an app isn’t translated to the user’s language, but could be, to guide the user towards potentially contributing to the translation themselves.

Open questions / notes:

  • Hyperlink icon in the dialogue is slightly miscoloured and I can’t work out why
  • Current locale name (‘UK English’ in the design) is missing from the infobar as getting a human-readable name for the current locale means pulling in libgnome-desktop and I don’t think that’s worth it
  • Infobar colours don’t match the design, but do match the standard GTK styling of an infobar
  • Infobar doesn’t scroll with the details page; let me know if you want that changing (it wasn’t clear from the design)
