PK session service: Document desktop-startup-id

A new contributor was having a hard time with this interface because what the desktop-startup-id dict entry value is supposed to be is not documented.

I also had a hard time figuring it out, until I found https://wiki.gnome.org/Projects/GLib/GApplication/DBusAPI which has a similar platform_data vardict.
