review: Add a link to the privacy policy

Mathieu Bridon requested to merge bochecha/privacy-policy into master

This lets people know, before they submit, what data Software will send, why it is necessary, and who is responsible.

This seemed like a good idea, especially because the ODRS privacy policy is nice and detailed, and goes to great length to respect the European GDPR. Let's show people that when we do collect data about them, we care a great deal about it. 🙂

I tried respecting the existing design of the dialog, this is how it looks like:
