prefs-dialog: Port to AdwDialog, AdwToolbarView, AdwSwitchRow + more

  • Port to AdwDialog and AdwToolbarView and AdwSwitchRow
  • Remove margin-bottom from AdwPreferencesPage
  • Add a tooltip to updates_info_button so it will be a11y-labelled
  • Don't use underscores in property names
