safety-context-dialog: Use property rows in the "Details" section

𝅳Automeris naranja requested to merge automerisnaranja/gnome-software:property-rows-safety-context-dialog into main

This ensures that these rows are properly displayed in a small screen size without ellipisizing the title and subtitle/secondary-label, and the code gets more much simplified.

Also, due to SDK row being now a property row, set the "error-color" color only in the warning icon.

The SDK error is appearing with the GNOME 46 SDK because I changed the is_eol gboolean just to demonstrate the design change.
