packagekit: Print the running PackageKit version

Sid requested to merge sid/gnome-software:packagekit_runtime_version_check into main

This is to avoid printing incorrect PackageKit version information in gnome-software logs, in cases when PackageKit has been upgraded / installed manually and gnome-software was not rebuilt after that.

We now print the following warning when there is a PackageKit build / runtime version mismatch.

11:22:14:126 GsPluginPackageKit PackageKit version mismatch: build version 1.2.8 / runtime version 1.3.0. Rebuild gnome-software from source.
