lib: Merge gs-plugin-rewrite-resources.c into GsPluginJobRefine

Philip Withnall requested to merge pwithnall/gnome-software:refactor-threads32 into main

This ensures it’s done at the right time in the refine job, for all apps, eliminates the resources needed by another plugin being loaded at runtime for all users, and means we can now rely on this functionality always being available.
