gs-shell.ui: Add keyboard shortcut to open the Preferences dialog
"CTRL+," which is the standard keyboard shortcut for opening preferences, does nothing in the Software app. See https://developer.gnome.org/hig/reference/keyboard.html
This MR adds this shortcut.
This menu entry will be renamed to "Preferences" in !1515 (721cf35f)
