gitlab: Move issue template to be the default

Philip Withnall requested to merge pwithnall/gnome-software:issue-template-default into main

We don’t pay enough for GitLab to have a configuration setting for choosing the default template, so we can only do it by renaming the file to Default.md. Let’s try that.
