Got update notification even though I'v disabled automatic update

I'v disabled automatic update:

But still can get update notification in the notification area.

Plus

I've disabled org.gnome.software download-updates via gsettings set org.gnome.software download-updates false under a normal user.

And also I've disable dnf-makecache.timer or dnf-makecache.service

Is this a bug?

Or do I misunderstand/miss something? If so, any advice?
