Fails to update Fedora flatpaks, including flatpak built locally, and attempts to update runtime that is no longer installed
GNOME Software says updates are available for my org.gnome.Epiphany and org.fedoraproject.Platform flatpaks, but it doesn't seem able to update them successfully. It's updated all my other flatpaks, but these two are stuck on the Installing stage, with no indication of any progress, after quite a long time:
For org.gnome.Epiphany, something must be seriously wrong for it to even appear as an update candidate, because that is a flatpak I built locally yesterday using module-build-service. It is impossible for updates to be available because I haven't created the remote repo yet.
flatpak update
indicates there are no updates available for either of these:

Note that org.gnome.Epiphany.Devel is unrelated to this locally-built org.gnome.Epiphany. GNOME Software is failing to ever propose org.gnome.Epiphany.Devel updates due to #760 (closed).
