Updates broken due to barrage of curl errors

If you try to use GNOME Software to perform a system upgrade immediately after a fresh install of Fedora Workstation, it will almost always fail with some curl error (screenshot attached). Sometimes if you click refresh it will work on another try, but more likely it will just fail again, and again, and again. On multiple occasions I have refreshed five times in a row, and wound up with curl errors every time. (Unrelated: if it works, it takes ~20 minutes to prepare the update, with absolutely no progress feedback.)
When I give up and use dnf, the upgrade always runs flawlessly on the first try. I believe dnf tries every available mirror before it gives up; I think PackageKit may be trying only one, otherwise, I have no clue how it manages to fail so much.
