safety-context-dialog: When the SDK is outdated, there is no explanation of why the row is red with a warning icon

In the safety context dialog, when the SDK is outdated, the SDK row is shown red with a warning icon. However, there is no explanation about what this means and the consequences of running an outdated SDK. Also, an a11y label is set, but Orca never reads it.
Using a tooltip won't work in a touch device and it won't be read by Orca without something like bba86d2a Maybe this warning icon could be transformed into a button that shows a popover giving more explanation? Like in Settings > Mouse & Touchpad > Mouse Acceleration:
