Support user installation of local flatpak files
I installed todays gnome os nightly to verify this is still not working.
When flatpak support is installed and a user remote is registered, users without administrative privileges can install flatpaks from that remote as user flatpaks.
However, when downloading a single flatpak package file and opening it via gnome-software --local-filename PKG.flatpak
, only system installation is available from the sources dropdown, requiring unprivileged users to use the flatpak install --user PKG.flatpak
commandline to install the flatpak instead.
User installation should be available from the dropdown and should be configurable as the default or be the default for unprivileged user accounts.
