GNOME-Software cannot install or remove GUI software

2017 - 03 - 18 Fedora 25 Gnome ver. 3.22.2
Overview
GNOME-Software can only be used to browse GUI software but cannot install/remove any packages. In the command line, I can only install/remove packages using "su -". Sudo appears to be broken. GNOME-Software dev suggested installing appstream-glib 0.6.9 in Bug 779580, but I already have it installed.
