Indicate when OS updates includes security fixes

Description
Hi,
Please apologize if this has already been fixed.
I personally think that the user should be able to see, for each package/flatpak/limba that need an upgrade:
- package/software name
- update download size
- changelog And this before downloading the packages.
Because as said in other bug reports(1), we do not always want to do the download. For example:
- the connection is metered and the update is big (for example if it is LibreOffice)
- the connection speed is too slow and we need the most of it for work/streaming/whatever However, even in the above cases, user might want to download and upgrade if:
- there is an important security fix
- if he does not care about paying the bandwidth
- if he does not care about having a slower connection
I know this as already been discussed, but I did not see any clear answer. This bug report is here to have developers point of view and to open a discussion.
