Disallow top bar menus without top bar

Florian Müllner requested to merge fmuellner/gnome-shell:no-floating-menus into master

We got better at tracking a menu's source actor, and now the position is completely off when the source actor isn't mapped.

The most sensible behavior IMHO is to hide menus with their source actor, although I'm probably gonna miss the option of quickly checking notifications when in fullscreen ...
