Draft: Address overflow of quick settings sub menus when using multiple extensions

This is a work in progress merge request which aims to address this issue: #6056

Still to do:

  • Animate submenu open/close
  • Ensure all default menu items look 'right'
  • How big should the quick settings menu be by default? Should it expand when opening submenus or stay the same size?
