Make quick settings configurable in session mode definition

Right now the gnome-initial-setup mode has quick settings that aren't that useful and Allan pointed out probably shouldn't be there.

I think the easiest way to address that is to make the quick settings part of the session mode definition.

This will give us the flexibility to potentially e.g. hide certain quick settings from the lock screen too if we want.
