windowMenu: Still allow unsetting "Always on Top" when maximized

Sebastian Keller requested to merge skeller/gnome-shell:allow-unsetting-window-above into main

The "Always on Top" item is usually made insensitive for maximized windows to prevent enabling this when the window be guaranteed to prevent access to other windows. It was however possible to enable this prior to maximizing and then have no way to undo the setting without unmaximizing first.
