workspace: Make the wallpaper smaller than the window preview area

The mockups for GNOME 40 make the wallpaper that's shown in the overview behind all the window previews a little bit smaller than the area available to the previews. Implement that by scaling the wallpaper size down to 92% relative to it's current allocated size when the stateAdjustment is in the window picker state.
