On-Screen Keyboard is not triggered when not clicked.

Bug summary
When accessibility and on-screen keyboard are enabled, the on-screen keyboard can only be triggered when I click into the entry field. When I arrive there using a keyboard shortcut or a Tab key, the keyboard does not show and I cannot use it.
Steps to reproduce
- Enable the on-screen keyboard.
- Click into an entry field -> the on-screen keyboard appears.
- Dismiss it.
- Try to arrive into the entry field using a keyboard, such as ctrl-l in Firefox -> the keyboard does not appear.

What did you expect to happen
The on-screen keyboard should also appear when I arrive into an entry field using a key combo, as people might be able to press a key combo but then they prefer using a mouse to type on the on-screen keyboard.
