Alt+Tab or Alt+Backtick do not open changer dialog, GNOME 46, Wayland, Fedora 40

Bug summary
Alt+Tab and Alt+` will not show a switcher dialog after some series of unknown events that might include:
dnf upgrade
- wake from suspend
- connect and disconnect AC power
- over 20 hours of uptime
- web browsing in native Chrome binary (although problem existed previously with package manager Firefox)
- terminal(s) (Alacritty) open
Changing the keyboard shortcut does not restore functionality.
Holding each key combination longer than a second does nothing. Holding Alt and pressing the second key multiple times does nothing.
Alt on its own works. Tab and ` on their own work. Super still shows the overview.
Disabling extensions and closing all open windows does not restore functionality.
I have not tried a logout/login cycle yet. A full system restart will bring back the expected behavior.
Steps to reproduce
There is currently no reliable method for me to cause the bug other than using the laptop for a few days without fully powering down.
From my recollection of the last two occurrences, this bug typically begins after waking the laptop and performing dnf upgrade
, but I can also regularly (i.e. almost always) wake and/or upgrade without side effects.
I included the laptop model (specifically, the Lenovo ThinkPad Z13 Gen 1) because this specific platform has had at least a dozen major, documented bugs affecting the GUI and system stability in both KDE and GNOME installed on Ubuntu or Fedora stemming from its EC, GPU, power management, and/or all input devices/ports in the timespan I’ve owned it—nearly two years. None of the same problems have ever occurred on my AMD desktop with a very similar software configuration and usage pattern. Lenovo swapped the mainboard but problems persist. Other users with the same platform constantly report similar bugs.
