Applications dragged from the dash to a non-primary monitor don't appear until leaving the overview

Bug summary
When dragging an app icon from the dash to a non-primary monitor, nothing appears to happen. That is, until you close the overview. Then the window will appear to open
Steps to reproduce
- Open the overview
- Drag an app icon from the dash to your primary montior
- Observe that the app window appears immediately (correct behavior)
- Close the window
- Open the overview
- Drag an app icon from the dash to a non-primary montitor
- Observe that no window appears (incorrect behavior)
- Close the overview
- Observe that the app window now appears
What happened
When dragging the app icon to a non-primary monitor, gnome shell didn't show the window until the overview was closed.
What did you expect to happen
Gnome shell should have immediately shown the window, like it does when dragging an app icon to the primary monitor

The video first shows me dragging an app icon to my primary monitor, which exhibits the correct behavior: the window appears immediately. Then I drag an app icon to my non-pimary monitor, which exhibits the incorrect behavior: the window doesn't appear until close the overview.
