On resume, cursor input is ignored

- Fedora 38
- Gnome 44.9 (and every version prior for the last 3 years)
- Wayland
- Not really sure without extensions (gtile/Hide Top Bar/OpenWeather).
Bug summary
I have a Lenovo thinkpad T490 attached to a 5120x2160 monitor via thunderbolt.
For the last few years, sometimes when resuming (maybe 1/week), button presses from my cursor are ignored. I can unlock the machine via a keyboard, but I cannot click anything or change window focus. The pointer is drawn and moves around with the pointing device, but clicks are ignored.
My workaround has been to unplug and plug the monitor from the laptop.
Steps to reproduce
Suspend and resume device until the above happens.
What happened
Mouse cursor is drawn and follows input, but button presses are ignored.
What did you expect to happen
Button presses to work.
Relevant logs, screenshots, screencasts etc.
I am open to reasonable suggestions.
