Unable to switch from mirror mode to join due to screen default placement overlapping

Fedora 39 with Gnome 45.2 Wayland No extensions
Bug summary
If you have an external monitor connected, and switch from joined to mirror mode from the settings panel - it works correctly. However you can't go back to joined mode - the apply button is faded and not available to click on.
This seems to because the two screens overlap in their default placement - as soon as they are moved the apply button becomes choseable.
Using the FN keys to switch mode still works.

Steps to reproduce
- Connect external monitor.
- Go to settings->displays and choose mirror mode.
- Apply
- Choose join mode. Apply is unavailable.

Unable to select Join mode until windows are manually repositioned

Default window placement should be functional.
