When an application is in 4:3 stretched it overlaps/gets cut off

Bug summary
The app is rendered in 4:3 stretched but gnome things its just normal 4:3 so it does not adjust for being stretched to 16:9, so it gets cut off by other apps. Also in apps like OBS it renders it like its in 4:3 so its cut off there as well.
Steps to reproduce
- Load an app where you can change the resolution (for this example its Counter-Strike 2)
- Click on the gear on the top left
- Click on video
- Change the aspect ratio to normal 4:3
What happened
It renders the full window but when there is another when you open the activities overview it can clip into the other apps. Also when an application like obs is recording the stretched 4:3 application it gets cut off (this also happens with gnome screenshot tool)
What did you expect to happen
I would expect gnome to just have the game stretched to 16:9 and for gnome to know that the app is technically 16:9 so it would treat that application like its a 16:9 application and not a 4:3 application but cut off.
