Alt+tab during drag&drop shows the wrong window

Bug summary
Alt+tabbing while doing drag+drop is a cool way to cut time while moving a file from one app to the other.
In one of the recent versions, it's become slightly broken in Gnome.
Steps to reproduce
- Open three apps - say, Thunderbird, Files, and Terminal
- Alt+tab to Files, then to Thunderbird
- Alt+tab back to Files
- Press Alt+tab -- see that it brings you to Thunderbird
- Alt+tab back to Files
- Choose one file and start dragging it with the mouse cursor
- While dragging, press alt+tab
What happened
Terminal window gets focus
What did you expect to happen
Thunderbird window should have gotten focus. In other words: alt+tab moves you to a different window than it usually would if you're currently dragging a file.
