When "background apps" menu is expanded, the quick settings panel extends beyond the bounds of the display

- Open quite a couple background apps
- Expand "background apps" menu in the quick settings panel
What happened
Panel extends beyond display, attempting to show all the background apps
What did you expect to happen
Panel extends to screen edge (or slightly before) and add a scroll bar to the "background apps" section
