Drag to scroll on app picker using touchscreen does not work when initial press was on icon

Bug summary
When using a tablet, touchscreen laptop, or in my case, a 2-in-1, and attempting to navigate the applications menu with just the touchscreen and a finger, it doesn't always function the way I would anticipate. I would expect it to work much like the app drawer on my Android phone, but instead it works as if I am using a mouse pointer. There isn't much inertia when swiping, which means that the page will not always scroll when I would expect it to, and attempting to scroll when my finger lands on an app icon doesn't move the app icon, but it also does not move the menu to the next page, as would be expected on a touch device.
Steps to reproduce
- Tap or click "Show Applications"
- Attempt to swipe to the second page of the menu of applications using only a finger on the touchscreen
What happened
The page did not scroll to the next one without me making a more deliberate effort to avoid touching an icon, or not scrolling with considerable momentum.
What did you expect to happen
I expected the menu to play an animation that quickly presented me with my second page of apps.
