Alt-Tab moves all target windows to front, not just the MRU one

GNOME 44 Wayland on Fedora 38 beta, no extensions, but I think this has been annoying me for years.
Bug summary
To get this out of the way, I know the difference between Alt-Tab
and Alt-`
.
The issue is that when you're switching between app A with 1 window and app B with 2 windows, Alt-Tab
will raise both windows of app B. This can be very annoying when you're trying to set up a couple of windows in a certain Z order.
Steps to reproduce
- Start with three windows as described, e.g. in the following arrangement (empty Firefox at the bottom, Terminal in the middle, Firefox with tabs on top). Activate the terminal:
