Limit maximum sound level on a per audio-output-device basis
Feature summary
When using laptop with headphones I cannot increase sound level higher than 30% because beyond that my ears hurt. Therefore I want to find a way to limit the 100% sound level in the gnome UI to be what 30% would be.
How would you like it to work
It should work like the "over-amplification" feature of gnome that is available via gnome-tweak-tools. I just want to de-amplify, e.g. for the volume control slider to go from 0-30% and not from 0-150% like with "over-amplification".

Loud headphones is leading cause in ear damage and hearing loss. Introduction of such feature would help many users.
