Quick settings: Bluetooth submenu doesn't show devices that haven't been paired

When a device hasn't been paired yet, the Bluetooth submenu doesn't show it:

Not paired Paired, but disconnected

I'm not sure if this is an expected behavior. If that's expected, then the message which says "no devices are available" is misleading.
