Pressing Super + Down in fullscreen Firefox or VS Code causes the window to "minimize"

Bug summary
As the title says. If your app window is in fullscreen you shouldn't be able to use Super + Down keys to 'Restore Window' as it says in Ubuntu keyboard settings.
Sometimes, however, full screen "minimizes" if let's say I accidentally press Super + Down while using VS Code or Firefox in fullscreen. Usually only the first time I open a new window of those two apps and then go fullscreen and afterwards press that key combo, do those app windows bug out and sort of minimize. Except that you can't move those "minimized" windows and those windows don't have the title bar and close, minimize etc buttons.

- F11
- Super + Down
What happened
Window got "minimized", but not really.
What did you expect to happen
Nothing. You shouldn't be able to do anything if you're in fullscreen of any app.
