Starting pinned app by dragging to overview will launch different desktop file than clicking

Bug summary
Launching app by dragging pinned app to overview is not the same as starting by clicking pinned app.
Launching app by dragging seems to only look for desktop file in /usr/local/share/applications, and clicking looks for all desktop files (including ~/.local/share/applications).
Steps to reproduce
- Copy some desktop file from /usr/local/share/applications/ to ~/.local/share/applications (I noticed this with Brave, I have brave-browser.desktop in both)
- Do some changes (like passing different arguments)
- Try launching by dragging and clicking and observe that only launching by clicking will launch ~/.local/share/applications desktop file with custom arguments)

Launching pinned app by dragging it to overview seems to ignore desktop files in ~/.local/share/applications

Launching pinned app by dragging it to overview should launch desktop file from ~/.local/share/applications
